I think the Pale Man is one of those monsters that really doesn't translate well to still images and works better in motion/context. I found him rather creepy in the film, but yeah, in this photo it all just looks a little goofy.

Also, whenever I see him now I just flash back to the time when my brother and a friend got very drunk watching Pan's Labyrinth, and I woke up to them both sitting on my bed with eyes drawn on their palms in marker pen. Which had the potential to be creepy if they weren't both giggling uncontrollably.

I completely agree with you that he's a lot scarier in motion (and within the context of the scene). But also, the version in that image is a toy, lol.
