The Culture would fuck the Borg right up, but probably not Q - the Q are basically a Sublimed race in Culture terms

The Borg: Resistance if futile. Unless you can wipe us all out at exactly the same time, we always return and adapt.

The Culture are perfect to handle the Q, the Q just want to be entertained by us dancing mortals. Picard may have railed against being turned into the Q's playthings, but to the average Culture citizen they are already comfortable with that role for the Minds. And while the Q are entertained by the mortals living it up, the Minds are watching and taking quiet notes. The Culture wouldn't steamroller them like they would The Borg, but if there was a way to deal with them then they'd find it. Remember the Federation's Prime Directive is "Don't fuck with other societies", but the Culture's Prime Directive is "Don't fuck with The Culture".

Is there any record of the Culture successfully fighting a Sublimed race? I just don't think they have that capacity.

I think they would mostly regard the Q with bemused dislike but I don't think they would be able to successfully fight them.

The Culture's main problem with the sumblimed was the lack of data on them to draw conclusions, but the more Q fucks around with mortals in front of the Minds the more data he's generating for them. I feel if any civilisation has a shot at taking out the Q, it is The Culture. In fact, given Picard S2, that is just what my headcanon is gonna be. They generated too much data to a Culture-like society and that was it for them.
