Eh, it depends. Complaining about CGI in 1995? Kind of dumb. Complaining about CGI in 2015 when better CGI existed in 2005? The person might have a point. Now if budget wouldn't allow for better CGI to exist, that is also something to consider. But I would rather a special effects maker, if I could borrow your term, use CGI as an aide to the rest of the scene, instead of simply overtaking the scene with bad results.
