I think there's nothing wrong with dressing up for fun. It doesn't have to be great. The point is to have something to do and to enjoy your time. IDK why some are consumed with the idea of being perceived? Maybe not everyone is always that concerned with how they come across to others/normies/general societal expectations when they go out and experience life, and...I don't see a problem with that.

Cosplay is an expression of self/art and we really see less and less of art/expression for purely wanting to do it (not for money or fame) so I would rather see people of varying skillsets dressing up for a themed event than to....not have a space for that.

They're people networking in a late capitalistic society. I'm not going to make a judgement call on every single cosplay ever so that we can have a consensus of what is "good" cosplay purely for the art vs for the money. I'm just trying to say, strip away all the initiative to do it for monetary gains/gaining popularity, these people found a hobby to do, and they're expressing themselves and if that encourages others to express themselves for creative reasons, then I wouldn't want cosplayers to stop cosplaying, even if people will keep judging them for it.
Of course, if what they do is harmful then of course they need to be stopped. But come on, let's not have bad faith takes just to be an asshole.
