For the most part, yes. There are some slight wrinkles in that some people who choose to affirmatively call themselves pro-shippers (as opposed to just going about their fandom lives being ship and let ship without calling themselves anything) are themselves toxic and shitty. And there are some people who hold to "anti" views and think that certain ships are problematic and bad, but who don't go out of their way to harass anyone about it and just avoid ships they dislike. But in most cases, what you said is accurate.
