if the Enterprise had stuck to scientific exploration only ever forever, then they absolutely needed and should have had families aboard. schools, training programs, etc. but in execution the ship became more and more a military flagship instead of a broadly-defined exploratory vessel and at that point...families don't belong. they're literally hostages in every conflict. that ain't cool.

I agree. Even if 90% of what they do is scientific exploration, and families were evacuated when there was planned military action, there was a ton of immediate danger and combat. I don't think having families on a starship is a bad idea, I think having families on *that* starship is a bad idea. A DS9 (under Starfleet and Bajoran control) level of personal danger, okay.

The Enterprise is an outlier and should not be counted.
