As someone in a managerial position I find people who complain about other people returning from lunch/break late way more disruptive to workplaces than the people who return late.

I can be a bit of a stickler with people coming into work late and leaving early but IMO that's because higher ups tend to notice that more. But coming from lunch/break a little late isn't something worth getting upset about, especially since the people returning tend to come back within the 5 minute window of forgiveness. I get it if people return to work 10+ minutes on a regular basis but ISTFG there is one employee who reports to me daily about who is coming back from lunch late when I'm sitting right there with them.
Telling them "I've got it" to only have them undermine my handling of the situation makes me mad that I can't move this person to different department lol

Like, I get it if it interferes with work and production but it doesn't. This employee just wants everyone to adhere to these stupid arbitrary rules they do and oh no, how dare no one else do 🙄

Have you ever told the annoying employee to stop directly?

"I got it" sounds to me like you're doing something, like talking with the late employee or noting it down or whatever. I can see how an employee who's a stickler for the rules might not get (or with plausible deniability pretend to not get) that you're telling them to cut it out.

I told them specifically, "If I see someone walking into the office at 2:35, that is fine. It's only a couple minutes. I would prefer everyone make it back before 2:40."
Them: "No, that's not acceptable. Per policy released by HR we all have to be back on the floor by 2:33. There's only room for 3 minutes' grace. You're going to get people used to returning by 2:35 and that's not OK."

Me: "It's not a big deal so long as work is running well. If anyone says anything and escalates it to our supervisor, I've got it."

Because I already have a speech prepared about how we're human beings and we're allowed a little leeway with not tracking ourselves to the second when we're working. I think I already emphasize the importance of punctuality mattering to me when it comes to arriving on time at the start of the day and not leaving before work is over at the end of the day. That's where punctuality matters to me (moreso because on paper higher ups can track that more easily).

In honesty, so long as I don't see anyone dragging their feet with returning to work from lunch, it's a non-issue. I find the hyperfocus on how everyone else utilizes their time dehumanizing and disgusting. So it's especially annoying putting up with it from someone who isn't a manager.
They're so caught up in everyone adhering to these stupid rules they don't see that by adhering so strictly to it they're allowing our employers to dehumanize us.
I'm willing to work with the rules, bend them around, and focus on not rocking the boat too hard but also keeping in mind where I want to advocate for humanizing our workplace.

Don't even fucking get me started with bathroom breaks. Mind your own fucking business.

If “No one likes a tattletale, Marjorie” isn’t professional enough for you, maybe try “I’m growing increasingly concerned about how much time you’re spending tracking your coworkers’ breaks when you have your own work to do, especially since I’ve already told you that this isn’t your responsibility. Going forward, I need you to focus on your own performance. I hope we don’t need to have this discussion again.”

Of course, no matter what you do, there’s a chance that Marjorie’s going to go over your head with this eventually, but it sounds like you’re prepared for that situation.

To me this would 100% depend on the job and whether people returning late is affecting others' ability to LEAVE for break. Like, in my work all breaks are done so that there's always x amount of people around, so if you come back 5 or 10 minutes late, that next person is leaving late and may not get their full break if they need to be back at Y time.

In an office, as long as they're not missing meetings or something else time sensitive, who cares?
