How victim-blaming of them.

I didn't think Shaw's issue was with Picard and his borgification but rather that he had a lot of unprocessed survivor's guilt that he was taking out unfairly on Seven and Picard. Still, I sure do hate later Star Treks having characters just... not go to therapy so that they can have precious interpersonal drama. It's not interesting, and it's especially annoying in a world where the worldbuilding has established that therapy is super effective and super plentiful. It just makes characters look like unsympathetic idiots for not making use of that resource...

Yup. Same with Sisko. Picard wasn't really his issue, it was just that seeing Picard brought up the trauma he hadn't really dealt with yet.

Funny as I'm rewatching Next Gen right now. They dedicated an entire episode to Picard's trauma. It also annoys me, OP, that modern writers/showrunners don't recognise the original series did deal with Picard's trauma. Just because it didn't outwardly show him suffering every week doesn't mean the implication was he wasn't dealing with it. The show did, after all, have a counsellor on the ship.

Shaw's main issue was with the Borg in general, Picard just happened to have been the face for that, a visual reminder of what he'd faced.
Shaw's issue with Picard (and Riker et al) was how often they broke the rules/screwed things up and got away it all. He was more cautious, feeling responsible for the crew due to his own survivor's guilt.
