That's a VERY broad stroke and ignores that Adam Warren had been doing that for all of his pro-career, long before those early 2000's urban fantasy webcomics.
Empowered is right up the alley of what he did with Dirty Pair, Teen titans and Gen 13. Serious "sexy" comedies that are not comedies once the plot starts going.
