I hated him SOOO much my first time through the show. The second time around, however, I began to realize he's useful as a character who says all the things 'real heroes' and characters you're meant to like more should never say, but that the writers wanted said. For instance, most of the female characters are drawn over-the-top big-breasted with highly revealing costumes, and uh, this is not an accident, obvs, so just in case you missed that yes, even Froppy is drawn to whack off to, Mineta will be there to point out that even she has sizable boobs. Or if something terrifying is happening and it would be unseemly for any of our beloved heroes-in-training to exhibit cowardice, Mineta is there to show that it is indeed a far more terrifying situation than our heroes let on, and any lesser being would be pissing themselves. He's still a piece of shit, but realizing all this made him easier to tolerate for me.

I feel like there are other characters who could demonstrate the fear part of that, e.g. Kaminari seems pretty well aware of when he’s outclassed.

I think I understand what you mean, but imo that just makes him more annoying to me. Good writing doesn't need a dumbass expy.
