I'm just surprised it took thirteen regenerations before they decided to bring back an old actor. I don't follow Doctor Who at all, it just vaguely seems like something that would've happened already.

They did already do it. They had Tom Baker back at the end of the special, admittedly as just a cameo, to be a future Doctor "revisiting" some of his old faces.

They've brought back Doctors in the past, but they're always playing "their" Doctor. So for instance, if Patrick Troughton came back for a special episode, he would be playing the Second Doctor. And there'd be some time-travel explanation for why the Second Doctor and the Third Doctor met up.

In this case, Tennant isn't playing the Tenth Doctor again - he's playing a different doctor. The Fourteenth Doctor. That's what everyone is freaking out about (at least putatively).
