DA That's not for the accused's bestie to decide though, but for the courts. Same as who is to be held responsible for the damage (financial and in human life) they caused evading the authorities. No one who insists that rules are for others can be a genuinely good guy.

Steve was fine with Bucky being arrested, though. He just wanted Bucky's rights as an accused to be protected.

Steve seemed fine with Bucky getting arrested, he only went on the lam when he mentioned that Bucky had the right to an attorney and got laughed at. He knew Bucky wouldn't get a fair trial, or any trial at all.

Also, if it's for the courts to decide, then it isn't for anon up there to say either.
