I don't understand this whole thing where people have to look like the characters they're voicing or be exactly like the characters they're playing. What even is acting?

If an actor has particularly good facial expressions or expressive gestures, animators just love to use them for the character-- for example, Ratigan doesn't much resemble Vincent Price but using Price's gesticulations make the character really feel like him (and play up his delighful hamminess). Quirky facial features are fun too (like Sir Hiss having Terry-Thomas' tooth gap).

I think there's a difference between incorporating certain gestures and expressions vs completely changing a character's appearance to match that of the actor, though.

They are VOICE actors, they should have suitable voices not looks

Maybe its a weird advertising thing where people are suppose to flock over to a movie because a celebrity and their likeness are in an animated movie.
The only one I can think of is Will Smith in Shark's tale off the top of my head.

In this particular case, they were looking at the VA's videos for physical representation and after that decided to ask him to perform the role.
