To me, it just sounds horribly distasteful to use the word “fan” about real life horrors. I’ve always considered true crime to be an interest, not a fandom.
And echoing some of the above: the amateurs who are trying to act like it’s a fandom are doing real harm. It’s actually pretty sick and I’m glad to see that there is finally some backlash to the rash of podcasters and TikTokkers. It’s only a matter of time before some face real consequences for what they’re doing and before long lawsuits will be common.

They're not trying to act like it's a fandom. I'd bet that they'd agree with you that they're an interest and not a fandom. But they are acting like that because they're fans.

I can see why people might find it distasteful. But to me, this behavior is just an extreme degree of negative fan behavior. Acknowledging that true crime can be considered a fandom isn't the same as condoning all the behavior of people who consume true crime media, any more than calling the followers of a specific TV show "fans" or "a fandom" condones all the negative behaviors of toxic people in that group.

In other words, I disagree that calling true crime a fandom is real harm. Stalking people is real harm. Harassing victim's families is real harm. Derailing or misleading investigations is real harm. I don't think it's useful to lump all those things into the same category.
