I think most of the time when people say they "can't cook" what they mean is that they lack a foundation of fairly basic cooking knowledge, and would have to look that stuff up in order to have a hope of not botching things.

They may not know how to cook rice or lentils or chickpeas (water:ingredient ratio, how hot, how long, do you season it? do you stir it or leave it alone? etc). They may not know how to season/marinade various meats, or what to put various meats in in order to roast/fry/grill them, or how hot, how long, how to make it not-tough, how to cook it thoroughly enough that it's safe, etc. They may have similar issues with seasoning and cooking vegetables. They may not have a concept of how and when it's appropriate to cook things low and slow, or searingly hot and fast. And so on and so forth.
