Because friendship ships are often popular. Add in a long history, clear devotion to an almost unhealthy point, and all the trauma both have been through, and you have a dynamic that is fairly popular.

Risking their lives to save each other, actually giving up their lives to save each other, being the only person they both consistently defy any and everyone else to protect, being the only people who can really understand their life experiences, being the only people to understand the core of each other's personalities, saying things to each other that sound like wedding vows (I'm with you to the end of the line). And they're both hot. Hmmmm, I wonder why....

That's not what the secret is about, it's about Bucky taking over the Captain America mantle from Steve. While I'm sure there are shippers talking about it one way or the other, the idea of Bucky being Captain America is in the comics.

As to the Bucky/Steve pairing being popular, CA: Winter Soldier was a really good movie, people think both Sebastian Stan and Chris Evans are attractive, it has both friends-to-lovers and enemies-to-lovers tropes, and all sorts of potential for angst and fluff.
