he confused political asylum, the process by which refugees can immigrate to the united states, and mental asylums so he decided to compare refugees to Hannibal Lector, in order to make the point that only morally depraved immigrants are coming to the country. and then, in an association only Trump could make, he decided to keep bringing him up in positive terms because he realized that people were engaging with his incoherent ramblings more when he mentions Lector.
