For me, I'd write down what my ideal plans are or write down some destinations/goals I really want to do.
Share it with my friends and ask them if we could get back together in a certain amount of time to make some more concrete plans.

If they are receptive to this and add in their plans/wants, I'd make sure to have a deadline on locking down on our absolute yes's (are we flying out together/separate? If anyone needs me to buy them their airfare they need to give me their money by X date. Agreement on activities/locations we all know we want to hit, always leave room for free time because nothing ever goes according to plan and delays happen a lot).

If my friends are being mealy mouthed I will be upfront in telling them, "I've done this, these are my plans, this is what is on my itinerary."

I've mostly solo traveled and when I had to organize a family trip for a family event, my siblings are way too passive to make plans with me that I did all the planning and asked everyone if they were OK with the prices on airfare, car rental, and hotel stay.

I personally hate planning solo but if my group is filled with people who can't make decisions (or take forever doing it), I would rather make all the plans and order everyone around (or leave people behind if they are going to be slow and/or uncommunicative) than sit around and wait for everyone to do things at the last minute, as if we're 19 yo college kids.
Planning things are really stressful for me so I try to get ahead of plans as much as possible and having to factor other people in always heightens the stress (unless they're a good planner and communicate well with me).
