Backing into traffic is dangerous because blind spots exist and because you're depending on oncoming traffic to notice what you're doing and stop for you. Backing into an empty parking spot mildly inconveniences the people behind you who have to wait a few extra seconds for you to do it, but is only dangerous if there's, like, a small child on a tricycle in the spot you're backing into.
