Weird (possible fic) question

So I've seen a movie where adopted siblings get married, and I'm curious if that's something that could actually happen in real life? I know I could google it but it's not exactly something I want in my search history!

If so, how would it work? If they go to the clerk's office to get a marriage license, are they going to refuse to give them one because they have the same last name? (And for that matter, do completely unrelated people who happen to have the same last name have trouble getting a marriage license?) Do they have to get a DNA test to prove they're not biologically related? Or what if they have different last names, is that enough to be able to get a license without issue? Is it going to flag some database somewhere that they're legally related even with different last names?

(I've ended up in a fandom where I'm shipping adopted siblings and thinking of writing fic, so I'm curious how this would work.)

Absolutely not an answer or any help at all, but I'm curious. Were the adopted siblings raised as siblings? Or was it like both met and adopted at 17 years old or something?

In the movie, the guy's parents adopted the girl when she was 2 and he was I think...9? He always resented her because she took attention away from him and never saw her as his sister even though they grew up together from that point on. Then as adults they had a very stereotypical "they claim to hate each other but are very clearly into each other" kind of dynamic, then ended up getting married at the end.

With the pairing I'm shipping, they were both teenagers when their widowed parents got married and each adopted the other's kid.

If I were writing that fic, I’d just say the state law against incest didn’t apply. I would have then have to prove it though, which they could easily do by including copies of their adoption records with their marriage license request.

In the US it technically depends on the state, because there are some that outright ban it, and others that don't make a distinction in state law and they might need to talk to a judge.

When I got married and had to file my paperwork, they asked for my full legal name and my spouse's full legal name and the full legal names of both sets of our birth parents as they appeared on our birth certificates. We did not need the birth certificates or anything but I think we might have had to have provided our Social Security cards? I know we brought them. There was no blood test and we did not have the same last name, but since your characters were adopted as teenagers they would still have different birth parents? Not sure how much this helps.
