Claim denial rate seems to be more fuzzy; apparently companies were not being compelled to disclose denial rates, and several companies' rates have gone up in the last couple years. Whether United Healthcare was worse than others is up in the air but they certainly weren't among the lower-ranked ones.

So there's a few other potential motives out there, and it wouldn't be the first time someone tried to claim a outsider's political motivation for a self-serving purpose (though most of those cases are so inept as to be quickly debunked).
Really, at this point the shooter's profile could pretty much be described as "human, with a pulse."
