You're right that the reason isn't Democratic policies. The same NYT article showed that immigration under Obama was the lowest since the 1950s. Unfortunately, his administration was not very good with foreign policy.

The problem is that we lack a functioning legislative branch to create any immigration policy at all, so policy is left to the political whims of the executive branch.

And I'm not sure why any country would want American "help". That has never seemed to work out well for anyone but the corporations providing the "help".
