I feel like there's a few things at play here:

1) the actors' actual heights
2) the characters' heights (not necessarily the same as above, and sometimes not canonically consistent)
3) scene framing - when actors of different heights work together and they want a tight closeup, tricks are often employed to get them in camera frame together (one standing on a box, one sitting, one hunched over, standing on stairs, etc.)
4) that, uh, interesting need some writers have to make either the slight height difference between the characters narratively very significant or actually increase the height difference between the characters significantly, sometimes even when it's already notable
