As someone who has watched neither show... why can't they be tagged as crossover?

They take place in the same universe. Idk if I agree with OP, there are some characters who don't appear in one show and who appear in another. You can technically watch one show without the other too.

With almost the exact same cast of characters. In the same location. Doing the same things. At the same times.

There's a point at which you have to ask yourself, "how closely related can two works be before it stops counting as a crossover?"

And it's a subjective question, so people will inevitably draw the line in different places. (e.g. is Pokémon anime/Pokémon Mystery Dungeon a crossover? They're both Pokémon, but the characters and setting are entirely different.)

I don't think there's a good way to handle that.
