This is sadly becoming more and more common. People thing they're "optimizing the algorithm" (AO3 has none) by tagging as much as they can even if it's not relevant to the fic at all. And it's not just pairings, but other kinds of tags as well. And then they defend themselves by claiming it helps them reach a wider audience.
