Linguistically speaking… What does “talking up” mean in this context? I usually think of it as intentionally presenting something/someone in a way that makes it/them seem as impressive and desirable as possible.

So are some people still trying to promote Harry Potter that hard? Or is “talking up” being used here more as “talking about something in a positive light”?

If by talking up you mean "actively promoting to other people" then I don't exactly agree with you but I can see why you think that.

If by talking up you simply mean "still talking about as something they personally enjoy" then I strongly disagree. But I'm sure there's nothing I can say to deter you from assuming the worst about people and attempting to police their enjoyment.

I think you missed with that analogy. It’s more like acknowledging that people in the world are starving when you yourself talk about wasting food.

It could have a shaming component, but I’d guess it’s much more about establishing that they’re aware of a global issue and checking whether others are on the same page.
