HP didn't have a skin colour issue, but there was absolutely fantastical racism involved. The Muggles / Pureblood divide, the human / magical creature divide, there was absolutely racism and it was a central cause of conflict.

Having Snape, a character whose arc is so fundamentally linked to racism, be black wouldn't be as much of an issue if the cast in general was more diverse due to blind casting, but it isn't, so it is an issue.
