It's to weed out the annoying people. Seriously. I've been in free writing groups, I've taken writing courses in college... there are always people who want a captive audience, but have nothing positive to share, people who get upset over constructive criticism, people who just waste everyone's time. A fee doesn't keep them all out, but it weeds out some.

cf my last writing group meeting. Someone was blathering on about something local history related. Five minutes into the monologue I got up, deployed my wheelie walker, and departed.

I am too ill and in too much pain (and too old) to put up with that sort of bullshit.
