It's meeting the audience where they are, imo. Middle grade books can have shakier worldbuilding because the target audience is younger and are largely going to be more interested in worlds that charm and amaze them rather than meticulously plotted out ones where the entire economic and political system is written out in painstaking detail. By the time kids are reading YA though you need to start thinking more about the meat of the world, and JKR didn't really seem to be doing that.
