I just google image searched and it's apparently a character from Naruto (http://images.google.com/images?client=firefox-a&channel=s&rls=org.mozilla%3Aen-US%3Aofficial&hl=en&q=Iruka&btnG=Search+Images&gbv=2)? Who looks nothing like that picture. Really, the lack of resemblance is remarkable.
