Magic A is Magic A. When you create a fictional system, you should make it consistent and understandable to your audience. You shouldn't just say "it's magic, I ain't gotta explain shit."

Honestly, it is something I really wish they had explained more in the show because it really puzzles me. Because if bending is indeed something that can be learned and taught and isn't innate, why must Aang be the last airbender? Why did the Fire Nation raids in the South Pole seem to be looking for people with innate talent and removing them from the tribe? It seemed like Katara was the only person down there who could learn. There's also pretty strict division in the learning of bending, except we know that isn't absolute because of those swamp water benders. But then if it's just learned and not genetic...why can't ANYBODY master all the elements through hard work and training?

I always got the impression that bending was sort of like a talent. Someone may be born with it (at varying strengths) but they have to be taught how to use it.

I haven't had the pleasure of being involved in any of these long, in-depth genetics discussions though, so I'm not sure if that pans out.

This is going to be a weird analogy, and I know genetics research has said this is false, but.. genetically, I always assumed bending worked in the (now false but still widely believed) same way that not everyone can roll their tongue, but the ones that can need to be taught how to do it. Like a dormant ability, but I think it seems to be somewhat random, but probably carried on genetically after it manifests. (In The Fortune Teller we're shown a set of twins, and only one is a bender; In Korra, Mako and Bolin are brothers and they bend two different elements; Katara is her family's only bender, etc.)

There was a recent interview where they said that Sokka was born with the ability to bend, but because he wasn't interested in bending and never tried using it the talent flickered out in him when he was still a kid.

The creators said it's not just learned. There was a deliberate mention of identical twins in the earth kingdom, but only one could bend. And with one exception in the world at any given time, there's nobody who will have talent in more then one bending art.

There does seem to be a genetic component, but also a spiritual one. Though even with these word of god statements, there's plenty of wiggle room for speculation and silly debate. :P
