I don't think the books would be nearly as compelling if he didn't spend so much time with world-building and character development. Part of why I love the series so much is that GRRM takes the time to build up to the decisions made by the main characters. Sure, I'm not equally interested in all of his characters, but I've never seen any of their narratives as superfluous.

So yeah, YMMV.
