Ick. D: I haven't played this game yet, but I hear (otherwise) good things about it, if the misogyny is super bad I may not bother.

Though I suspect Harley would kick anyone's ass who really tried to pull anything on her.

Basically, not all of the prisoners in Arkham City are bad guys. For one thing, the game starts with Bruce Wayne getting arrested to stop him from trying to shut it down. Throughout the game, you hear discussions from people the game identifies as "political prisoners" talking about how they haven't eaten in days because the villains always get to the food drops first. It would be more than easy for you to think that the various henchmen are working for the villains because the alternative is a slow death by starvation. Then they start talking about "riding the Harley" and you no longer have to worry about it.

I always figured the ones who were working for the super-villains were the worst of the worst. The murderers, the rapists, the real sickos. Meanwhile the political prisoners ranged from good guys to petty thieves who weren't cut out for such a harsh life.

There was definitely some of that, but I could certainly see how some of the political prisoners may have gotten tired of starving to death and decided that serving Penguin was a better offer than the alternative. They don't really establish otherwise with the exception of the aforementioned conversations.
