I haven't actually played AC yet so bear with me here, but the first game was a literal and metaphorical descent into the psyche of the supervillains Batman managed to lock away. The criminal element in Arkham Asylum was pretty much exactly what we're seeing in the second game, only gone nuclear: the very worst elements of humanity gathered into one hellhole and allowed to stew together and concentrate into something worse than what they were individually. In the first game the intel items took the theme even further, and went on to detail the twisted and sadistic personality of the founder of the asylum, the corruption of those who worked there... the whole nine, essentially.
I thought it was actually a very enlightened bit of subtext, and very on par with the current attitudes toward insitutionalization in the psychological community. It wasn't just shock value for shock value's sake.
...Given all that it just seems to me like the dialogue in the second game is meant to underline that point. It's supposed to be sickening. It's supposed to be indicative on a visceral level to the player that the worst of the worst has occurred, and that the "disease" in Arkham Asylum (again, in both tge literal and the metaphorical sense) has spread to the entire city. I personally can think of little else I find more reprehensible than a rapist; you'd be very hard pressed to find something that makes me as instantaneously enraged.
I mean, is it just me that thinks there might be a purpose to putting material like this in a game? One that might have atmospheric and thematic value instead of leaping to the usual conclusions of HELP HELP I'M BEING OPPRESSED? Anyone? No?
