It's not a meat dress. The meat dress comparison is a pretty huge stretch.

The meat dress was actually made in the 70es by some modern art performer, Jana Sterbak : I saw it, all dried, at the Pompidou / Beaubourg museum...

I'm not sure she knows about it, though. It may just be someone from the Haus of Gaga who saw it and thought it might be a good thing to bring back for shock value.
