Powers may be given to a sibling, at the cost of the winner's magic (meaning that the competition does not ensure power going to the best candidate; in fact, the prime example of this rule uses magic poorly and often dangerously).
And, yes, it is cruel. One character, Stevie, tried to cause an uprising that would have allowed all wizarding children to keep their powers, but she was stopped by the main characters. It was never clearly explained why this would be a bad thing, though there was the implication that it was an evil thng to do and would allow evil wizards to retain their power. It also shows that the one Family Wizard rule is contrived and not some natural law.
