Pretty much unless it's one of the icons I animated myself by hand (such as the one I'm using now) I'm pretty easy-going about crediting or not crediting when I make icons. I think what really bothers me though even more is "Textless icons are not bases!" Because that just seems pointlessly stuck-up to me. I'd be fine with "don't use as a base without credit" but I dislike "you can't alter this in any way if you want to use it!" Especially if it's fanart and the icon maker can't remember where it came from!

This.
I mean it's not like I'm against giving credit (I always give credit if I can) and I understand that the icon maker has cropped/coloured/whatever the image just so. But, really. It just seems as though fandom or whatever has become really proprietry about stuff that they 'appropriated' to begin with! Isn't creating fanart supposed to be a fun labour of love? Do fans/artists really want to become miniature 'copyright' enforcers?
