Mostly, I find both sides of this debate irritating. I like River and I like Rose. I ship River with the Doctor, but I don't ship Rose with the Doctor. But I think that both sides talk about their opinion on various characters and ships like they are objective rather than the opinions that they are. Neither River nor Rose are objectively badly written. Neither are they objectively well written.

Also, I'm not a classic Who fan, but I'm one of those who thinks that the Doctor isn't really capable, at least so far, of what we human's think of as being in love. I ship him with several people in fanon, but in canon I don't think he actually was in love with either Rose or River. I think he had feelings for both of them, was attracted to both of them, and mourned the loss of both of them. But I don't think he ever quite reached the level of being in love.

I don't think he meant it the way she meant it. And I think he wanted to love her because of all that she had done for him. He wanted to make her happy. He wanted to be what she needed. He wanted to return her feelings. But I don't think any of that means he was actually in love with her because I don't think he is capable of what humans think of as being in love. He's an alien, and one that is over 900 years old at that. He has issues with mortality, and he isn't human, and he doesn't feel or react exactly the way a human would.

I think of it not so much as that he's incapable of feeling love the same way because he's not human as that Ten was still suffering from the same PTSD as Nine, and Rose was the first he connected to. He needed her, and loved her, but not romantically. He's definitely capable of love, but I don't think the show (or at least New Who. Get back to me when I've seen all of Classic Who) has given him a character to love yet.

I suppose that could be it too. I think it would have to be another Time Lord, though, which now isn't possible. Because the Doctor has serious issues with mortality, I don't think he'd ever allow himself to be in love with someone who was going to die before he was. Especially now. I mean, he was that way with the way he left Sarah Jane, and that was before losing his entire race and the PTSD and all the loss he has suffered recently. I just can't see it working.
