My two cents on this subject: "quality control". FF.Net tends to be glutted with crap fic by writers who don't really care, and the mods (if they even exist any more) don't really enforce their own rules all that much. Writers who post fic to blogs tend to be more invested in the fic, and community moderators are significantly better at enforcing rules because they don't have as much crap to deal with.
