Because of the websites' history as people have mentioned. I kind of disagree with you point on 'not organised for multi-chapter' because you can create your own tags for that sort of thing. Though of course sometimes the author is too lazy to even do that or have links backwards and forwards...

But I will agree with the flock thing ugh, the amount of fic under f-lock in the fandom I'm in is atrocious, and it's not even in a 'it's too high rated so please prove you are 18+ to read' which I can understand, but it's like, people flocking because they want more following and want everyone who reads to comment. I mean ffs.
