Problem is that they usually go through cycles:

1. Receive tons of reports.
2. Wait years.
3. Act on some of the reports for a few days,pat themselves in the back and take a rest.
4. Repeat from step 1.

They don't take down all the reported stories, even when they're breaking the rules.

They take down stories that were breaking the rules, even if months passed between the reporting and the deleting, which means that authors that fixed their stories so they weren't breaking the rules any more and thought that they were in the clear, are having their stories taken down and their accounts "frozen", even if all the stories were complying with the rules now.

There are many "lemons", but also other rule-breaking submissions like "help where do I find this story", "here's a challenge for you all", stories that have terrible spelling, grammar, punctuation, etc., that were never taken down despite being reported over and over, so everyone thought that the rules aren't really enforced and now we have this whole problem.

(In fact, the easiest way to get those stories taken down was to try to convince the author to take them down themselves. Reporting them was useless.)

That's why you normally several fics that go beyond ff.net's specifications of "Mature", either for sexual content or gore, that are routinely submitted without problem. Everyone thinks that's normal and accepted, despite it being against the rules.

So now many people are finding themselves seeing a huge disconnect between the understated culture of the site and the kind of environment that should have been there in the first place if the mods actually enforced the rules all the time.

I don't know if the site is understaffed, or what, but this lack of consistency is terribly annoying.
