That was one of the points Tolkien was trying to make in the books: the time of the Elves was coming to an end and the age of Men was beginning, which is why Men made up the bulk of the forces of good during the War of the Ring. The Elves had already gotten their fair share of fighting during the First Age and in the Second Age under Gil-galad when the One Ring was originally taken from Sauron. By the end of the Third Age there weren't enough Elves left in Middle Earth to make a big dent in Sauron's forces in the East (they had their own smaller battles in Mirkwood and Lorien) and all the famous Elven warriors of the previous Ages had already left or gotten themselves killed by that point.
