The chief reason I find this theory to be unworkable, and I've never seen anyone else say this, is... Just why in the hell would her vote, whatever it was, make any difference to whether Katniss would have the chance to kill Coin? There's no reason whatsoever to think that if Coin didn't like her vote, Katniss wouldn't be allowed to execute Snow (and turn the arrow on Coin instead).

Yeah, exactly. What the fuck? Like, how could she possibly fucking know that SHE was going to be the one who was allowed to kill Snow?

Why wouldn't she, though? Her entire role in the war was to be a symbol -- why wouldn't they have Snow's execution be done publicly by the symbol of the victors?

..How could she POSSIBLY have known or assumed that? It just seems like such a random, small detail of the plan that needs to go 100% perfectly and if it doesn't, BOOM, the entire tenuous plan depending on all of these shaky details is destroyed. Like, in order for it to have been a conscious plan on Katniss' part, all of these random, innocuous things would have had to go completely in her favor:

-At least three other voters would have had to magically guess her intent and vote in her favor.

-They would have had to let Katniss be the one to kill Snow.

-They would have had to give Katniss a long-range weapon so that she could shoot Coin from where she was.

-Coin would have had to have been at the killing of Snow in the first place (with few/no bodyguards, which is unlikely, and within range enough to kill her).

As opposed to.. just waiting for the right opportunity and doing it on her own? It just doesn't make any sense. To me, it was pretty obvious that she voted in favor of the Hunger Games and then realized how wrong it was at the last second and killed Coin instead of Snow because she was no better than he was for suggesting it.

I can see some of your other arguments, but why wouldn't they let Katniss kill Snow, and why wouldn't they let her use a long-range weapon, and why wouldn't Coin be there? I mean, those are all things that are pretty obvious to me, based on Katniss's entire role in the war and the role of publicity and image itself in the war. To let it happen any other way would be totally counter-intuitive to the meta-narrative of the books, and ICly, it would be totally counter-intuitive to the way they ran their entire propaganda machine. It's not a small detail at all, nor tenuous.

Besides which, I had forgotten this, but didn't she make it a condition of her contract that she would be the one to kill Snow?

Yes, she did - but that was before Coin caused Prim to be killed, so how could that have possibly been part of the plan from the start?

And yeah, it's fair to assume that at least some of those things would have been the conditions under which Katniss would inevitably be the one to assassinate Snow, but it seems like an awful lot of things that have to go perfectly and randomly to plan before Katniss even has an OPPORTUNITY to kill Coin (in the most public and dangerous way possible). The odds of that plan succeeding seems minimal compared to some other plan to stab her in the hallway or something. Like, SO MANY RANDOM, SMALL THINGS had to fall perfectly and randomly into place by coincidence in order for Katniss to even have a chance to kill Coin (and she only has one chance, because obviously they are going to kill her if she misses, and even if she DOESN'T miss she's probably going to get killed as a result). It just doesn't make any sense, like, she would have had to have been planning this long before Prim was even killed, which was her reason for wanting Coin dead in the first place.

Uh, guys... Being the one to kill Snow was part of the conditions Katniss made Coin agree to, in order for Katniss to be the figurehead Mockingjay. What I was saying was, given the fact that Coin had already promised Snow's execution to Katniss (and the fact Coin kept all her promises no matter what Katniss did), why would Katniss think she had to agree with Coin in order to get the chance to kill Snow and turn her arrow on Coin instead?

I don't think she thought she wouldn't be able to execute Snow. I think she thought Coin would stay unguarded, since Katniss would be the only one with a weapon.

I think the key here was trust. It's been mentioned a few times in the books that Coin doesn't trust Katniss to support her, so if she voted nay it would have been a clear sign for the president to start fortifying herself against the Mockingjay, and she had plenty to take her down with, what with trauma and PTSD. Because she voted yes, Coin could assume they were finally on the same side.
