No we actually don't have to assume it happened, because it seems like a pretty clear implication from the book (by who knew about the new games and who had the politcal power to carry it out) that it didn't happen. The only people who knew where the people who were without power (the Victors) and the person with power (Coin). Since Coin, the only person with power, dies and the other Victors have no political power to carry it out, that decision dies with her. Let's even grant the possibility that the Victors asked the new regime to reinstate the decision (and they would have to ask, not demand or assume, because they have no power), then the District 2 Lady would have to consider it (because she is under no obligation to carry on the decisions of her predecessor; it's a fairly ridiculous assumption within the context of the novel to assume she would) and then carry it out (which her previous ideologies in the book have indicated she would be loath to do). There are two outcomes. In one you would have to assume a ridiculous number of things about people's character and the reach of politics to have happen. One you don't, because it logically follows from the already existing dynamics of that decision. So not it isn't headcanon, and to say so ignores that implication are allowed in novels and exist as perfectly fine literary techniques. This wasn't even badly done, since not having the games is the only natural logic.

Look, I'm not saying you can't believe they did have them or be unsure about it. That's your perogative and it'd be interesting to explore in fic. But I'm absolutely going to believe that you ignored the fact that the only people who knew about it after Coin died were also the ones with no political power. It's not head-canon when it is the most logical conclusion of the progression of a narrative. Implications aren't fantasies in everyone's mind and to call all of them, even the most logical one, headcanon is not to engage in the workings of the novel.

Since when are leaders under no obligation to carry on the decisions of their predecessor? Sometimes yes, sometimes no. The 76th Hunger Games was proposed to deal with populism of the masses who wanted to see Capitol citizens punished. And presumably there were other leaders who supported it. There were victors who voted for it, even if Haymitch and Katniss weren't among them. These peoples' wishes wouldn't die with Coin. Not having the game is most certainly not the only natural logic. Believing that what's been decided goes on to happen unless the decision is reversed it is perfectly logical.

Unless you have a logical reason for why the Victors would have political power even though they didn't have any for the entirety of all three books that wasn't given by those in charge or a complete accident of circumstances, it is illogical to assume they do. This decision comes literally just before, literally moments, before Coin is executed. She had no one else to tell (except Snow). Otherwise you're ignoring that the only people who could push for it couldn't enforce it. There's no reason to think District 2 lady would respect such a decision, and every reason, like characterization, to think she wouldn't, regardless of social pressure.

That's only logical if the person(s) with knowledge of the decision and power to enact it is/are still alive. They aren't.

I get what you're saying about outcry, but that doesn't really have anything to do with whether this decision would be respected. That just points to the fact that a reparation plan would have to be made.
