Since when are leaders under no obligation to carry on the decisions of their predecessor? Sometimes yes, sometimes no. The 76th Hunger Games was proposed to deal with populism of the masses who wanted to see Capitol citizens punished. And presumably there were other leaders who supported it. There were victors who voted for it, even if Haymitch and Katniss weren't among them. These peoples' wishes wouldn't die with Coin. Not having the game is most certainly not the only natural logic. Believing that what's been decided goes on to happen unless the decision is reversed it is perfectly logical.

Unless you have a logical reason for why the Victors would have political power even though they didn't have any for the entirety of all three books that wasn't given by those in charge or a complete accident of circumstances, it is illogical to assume they do. This decision comes literally just before, literally moments, before Coin is executed. She had no one else to tell (except Snow). Otherwise you're ignoring that the only people who could push for it couldn't enforce it. There's no reason to think District 2 lady would respect such a decision, and every reason, like characterization, to think she wouldn't, regardless of social pressure.

That's only logical if the person(s) with knowledge of the decision and power to enact it is/are still alive. They aren't.

I get what you're saying about outcry, but that doesn't really have anything to do with whether this decision would be respected. That just points to the fact that a reparation plan would have to be made.
