The problem with RPF is that the subject (and their relatives) can actually read and have an emotional reaction to the story. Dead people are dead, they don't care. They have no emotional reactions, they can't be hurt. Dead people who are so long dead that they have no living relative or friend that actually remembers them are doubly not going have an objection.

So no, it's not the same.

You're assuming all fans Flock their RPF. I've personally seen enough of it - without being subscribed to the blogs/people who created it - to know that all fans do not.

That's some bullshit rationalization.

Name me one thing on the internet and presented for public review that's ever been successfully guarded.

Even if you get a fandom with a full consensus, some troll will do it for specifically that reason.
