A lot of people sympathize with evil empires, I think, if the empire isn't fleshed-out enough. What exactly makes them bad? If we don't know, we don't care. The Empire in Eragon, for example, is an evil empire done wrong (I've only read the first two books, but the damage has been done). What do they do? Collect taxes? So what? Every effective government does that. And in contrast to the Star Wars empire, which was done right (despite the fact that Eragon is Star Wars in Middle Earth), we don't know what makes them so EEEEEVIL.
Other ineffective evil empires are ones that are just SO EVIL ALL THE TIME WITH TORTURE AND EVIL AND AWFUL EVIL that they aren't convincing. Mordor works like this, because it's supernatural. But if you have a more "mundane" evil empire this approach does not work.
I think the Fire Nation is a good example of how to make an evil empire that is both suitably evil and suitably humane. They've got technology, gender parity, and a lovely tropical climate, but they have also committed complete genocide, displaced millions of people, and systematically murdered innocents like SWT waterbenders. It's indefensible, but you would almost kind of want to live there anyway.

I think the best bit is in the comic set right after the series, where Zuko decides to return the Fire Nation colonies to the Earth Kingdom to Set Things Right. But it turns out...some of those colonies have been around for so long that the Fire and Earth folks have inter-married, they've got a good thing going on, and yeah, the Earth Kingdom natives get a shorter end of the stick, but no one really wants the Fire Nation to up and leave.

The manner of their transition from Republic to Empire is very sketch. Charismatic dude seizes power for himself to serve his own ends? Hmmm...
The murder of the Jedi in the process of that takeover basically amounts to exterminating all of the members of a religious sect.
Then there's the supernatural/ideological aspect, which basically amounts to controlling huge amounts of people through fear, domination, and the Dark Side of the Force rather than giving them a say in how they are governed.
Of course, this all depends on if you consider the prequels canon--if you don't, then disregard.
