Exactly. It's not like these are real live women with agency. This is a drawn character who says shit like this in a scenario like this because men were in charge of writing and drawing this character and scene.

IN REAL LIFE, women dress like that for a million reasons, none of which legitimizes catcalling, leering, grabbing, harassing, or otherwise slut-shaming the woman.
