I agree in general with this statement, especially when it comes to cleavage because sometimes I'm not TRYING to look "slutty", it's just that clothes fit me differently

but

when it comes to this specific character and her costume, I think having a boob window where there's a HOLE CUT OUT TO SPECIFICALLY EXPOSE CLEAVAGE makes it sort of impossible to not notice, that's like wearing assless chaps and complaining when everyone stares at your ass. It's stupid

I have big boobs and pretty much anything I wear emphasises them. But that's why I don't wear clothes with a cut-out for them. Because that's designed to emphasise them.

Yes. It's also a uniform that she chose, not an outfit that someone else made her wear or something like an evening gown where cleavage-exposure might be expected and practicality not a concern.

Furthermore, earlier versions of this costume did not have a boob window (although sometimes there was a scoop-neck) so it's not like the whole ensemble just falls apart without the boob window.

I think she might have a new costume in the New 52? I pretty much only read Batfamily titles, so I dunno.

It's not a really dashing costume, but maybe another artist can make it look really good.

I think it's got potential but needs some tweaks - I just can't offer any specific suggestions. I've got a thing for bare, muscular arms (regardless of gender) and I like the way the cape appears to hang from a shoulder-mantle thing (something I liked about Stephanie Brown's Batgirl costume). I'm not sure these are two looks that can be successfully combined, however.
