Man, I feel like we need a Tumblr fandom primer that we can just point to. But to sum up - follow people who either produce stuff or reblog stuff in a narrow focus that you enjoy. If someone stops producing/reblogging what you enjoy, unfollow them. Check out certain tags to see everything on the entire site tagged with that. When posting yourself, make sure you use appropriate tags. Bam, done.

Yes but if you want to form friendships it's much harder than on places like DW or LJ. Tumblr is shallower.

Not really. I've found it exactly the same level of difficulty to form friendships, really - you have to initiate a dialogue, comment to each other, etc., etc.. The only difference is that it's more public when you do so, since it's like talking through LJ entries instead of through LJ comments, unless you take it to ask boxes, which is like LJ PMs or locked entries.
